A top US defence official has warned that Russia has probably been carrying out tests in a bid to develop new nuclear arms — which could violate an international treaty.
Lieutenant General Robert Ashley, the director of the US Defense Intelligence Agency, said in a speech at the Hudson Institute think-tank on Wednesday that he was unable to give specifics on Russia’s likely testing, but suggested that Washington believed Moscow was conducting low-yield nuclear tests.
If so, that would violate the zero-yield standard set by the Comprehensive Nuclear Test Ban Treaty, ratified by Russia in 2000.
