North Koreans gathering in the run-up to the funeral of dictator Kim Jong-il on Wednesday will be able to shelter from the biting cold in warm buses whose engines have been left running, despite fuel shortages.
Hundreds of stalls in Pyongyang, the capital, will also serve mourners hot soya milk or honey-flavoured water.
Television footage shows wailing mourners have congregated at public monuments since Kim Jong-il’s death earlier this month, but Pyongyang wants to ensure that huge crowds brave the icy weather for the dictator’s funeral.
